Pure Scanning Covert Ops fits (hover for notes):In descending order of usefulness (though they're all miles better than any alterative). These need Spaceship Command & Evasive Maneuvering V to hit the 3-s align breakpoint. Depot + Cov.Cyno + Ship Scanner II (and a Relic Analyzer for grabbing structure timers). Since the introduction of nullification modules (May 2021) these are better than T3C scanners. Unless you need to bypass many bubbles in quick succession, in which case, use Inty > T3C (fleet ceptors & T3Cs have reduced nullifier cooldowns whereas CovOps don't).
Notes: Doesn't have deviation bonus of Anathema or Buzzard, but warps at 15.5 AU/s vs their 10, so gets around quicker. Can swap Hyperspatial Accelerator for Warp Core Stabilizer. I only lose these to AFK > interdiction so I don't bother.

Notes: This hull is the best Empire low-valume hauler IMO. Asteros, Daredevils and Hecates can go subsecond as well, but this has the best tank tank by far. The Hecate is cheaper to make subsecond but has low EHP. Other implant + mod combos work if you have other needs. The Chremoas, Hydra and Imp can go subsecond as well, but it'd be goofy to use an AT frig for this.
